Pay equity maintenance 2020-2025 : A joint committee for greater fairness and transparency

In Quebec, the Pay Equity Act requires employers to ensure, every five years, that women and men receive equal pay for work of equal value. This is known as “pay equity maintenance.”
For more than 20 years, this process was carried out unilaterally by the government. The results? Disputed postings, followed by long legal battles. Some complaints dating back to 2010 are still unresolved today.
This time, things are different. For the 2020-2025 exercise, the work will finally be done by a joint maintenance committee, bringing together unions and the employer at the same table – as the law actually intended.
This maintenance exercise directly affects several job categories within our School Support Division. For those concerned, it could lead to significant salary adjustments.
The first official meeting of the committee took place on September 17. Represented at the table, as an inter-union coalition, were the CSN, the CSQ, the FTQ, the FIQ, the APTS, the FAE and the SPGQ, along with the Secrétariat du Conseil du trésor (SCT). Together, they will review changes in job categories and determine whether salary adjustments are required.
Given the scope of the work, the posting of results has been delayed and is now expected for December 20, 2025. If salary adjustments are needed, they will be applied retroactively, including statutory interest.
This is an important step forward: by working jointly, we believe it will be possible to avoid the drawn-out legal disputes of the past and make the process more transparent and fair for everyone.
